1) STORECAT.PUB.SYS is, or should be, on any SLT. That includes a 
factory SLT from HP, and a custom SLT (CSLT) created on a given system 
by SYSGEN's "TAPE" command. (Unless, of course, it was somehow purged 
before the making of the CSLT. But that would be difficult as STORECAT 
is always held open by the system (PROGEN), even if there's no 
STORE/RESTORE running.)

2) There is no "GENMSG" that I'm aware of. There is a GENMESSAGE 
intrinsic (system library routine), but that must be called from within 
a program, and is not directly available at the command line.

3) There is a GENCAT.PUB.SYS compatibility mode program that is included 
on a factory issued FOS tape.
