Wouldn’t a network trace show the offending IP’s?
Then block the IP’s from the router?

Telnet, because a few of the gamers who don't have VT-MGR.

FTP only because of the throttling of file transfers on terminal 
emulators, otherwise I wouldn't have it at all.
