Pretty rare for me to fax any more, but about 15 years ago, I really liked
Hylafax for volume faxing.  At the time, my faxing was only on a phone land
line.  Hylafax seems to have advanced considerably in 15 years, though it
was quite capable 15 years ago.

Don't have any recent experience, but I think it is worth a look.
