Dial out and do what?  We have a product (the Asynchronous Network
Engine) that provides modem access and terminal-passthrough.  It has
file-transfer support (XMODEM, Kermit, proprietary 3K-to-3K,
3K-to-Unix, 3K-to-VMS) and scripting capability.  Somewhat similar in
concept to Reflection, but running instead on the 3000.  As it was
developed for the Classic 3000, it requires a hardware interface (the
Engine) between the modem and the DTC port.
