No idea what "automated" is, but if it relates to "can be used
in batch or script files", then you might give PGP a try. I have
diffs to build PGP 5.0i for Unix on MPE/iX, you would just need
to work with PGP Inc. to arrange for a license when using it in
other than non-commercial context (or somesuch).

(oh, btw, OpenSSL could also be a potential alternative)
