I also remember something after moving to a MPE/XL from MPE/V.

We had to go through the facility (a large place with over 2K employees) and change something in our 232x's.

[(Was it a chip or a strap?  I forget.)  I also remember using a 0 Ohm resistor for some reason don't know if it was related.  (It had a single black stripe.)]

Except the 2621's, they had to be tossed or moved to older MPE/V machines.

does  spectrum need  the enq-ack  to let system know console  is  there and  set  baud  rate  like the mighty mouse  though?

Why  wouldn't you just connect to the GSP on the A or N class via TELNET.
So  YES, you can have a PC as the Console.  In fact you can have a lot of PC's as the console.(Only 1 will have write access at one  time)
