About the technical aspects:

I remember from your email, that you were seeing the problem on
the physical console (LDEV 20), since you had no other terminal
connected, yet. Block mode support on LDEV 20 is (as far as I
remember) limited to NMMGR use only.

If you haven't got a DTC connected by now, you could try to connect
a terminal via modem to the remote access port, and test whether
the problem appears there, too.

As I said I remember that I worked on similar problems years ago,
and I found 2 similar cases, but they were both VPLUS related.

By chance a seeming to be unrelated question:
Does your program call HPCICOMMAND shortly before the problem,
and passes a command string containing CIO redirectiond, e.g.
"somecommand >redirectfile" or "somecommand >*redirectfile" ?
