be a member of a state sanctioned religion in order to participate in
government.

The problem is now that one is required not to practice religion in order to
be involved in government (at least Christianity anyhow).

government.  This is what seperation of church and state is about.
The individual states could do what they wanted.  I don't think any of
them required a person to be a member of a state sanctioned chirch to
vote.  At the time, the Constitution was intended to be a restraint
on the Federal Government only as per the 10th Amendment.  So there
COULD be 'kook' religions and that was not Federal business.
