I agree ... I think it's unnecessary to change the TZ variable at all once
it's set properly.  The TZTAB file does define the zone changes correctly
--- at least for our time zone (PST8PDT), and we've never had an issue with
applications misinterpreting the clock, AFAIK.

I am unclear on why it is necessary to change the value of TZ twice a
year. Doesn't the definition in tztab.lib.sys give the dates and offsets
for both summer and winter times?
I have just tried showclks.pubxl.telesup with both "est5est" and
"est5edt" and the results are the same.
