What about the TZTAB file?  I'm surprised that it has not really been
touched on during this thread.  If the TZ environment variable is not
set, it is assumed to be set to EST5EDT by the 'ctime' functions.
Since these functions are coming into more widespread use, there is a
lot more code that DOES take Daylight Savings Time into account.
 
For example, the POST85 COBOL functions will report back the corrected
time.
