Jim:

Your Channel Partner should know that an HP CE must be scheduled to come
in and actually perform the "upgrade" to the user license.  This is a 10
minute job during which the CE updates the system firmware to the new
license.

It seems strange that the channel partner didn't ship the new machine
with the correct license to begin with, but maybe I misunderstood your
post...
