That sounds like a good and cheap (free?) approach for a generic 
conversion. The TIPS tools does lots of other stuff as well, like 
KSAM and flat file to SQL conversions, date conversions, 
converting individual fields  to 'non-default' SQL data types,  
inserting implied decimal points, etc.

It also has UEs allowing you to embed your own HP3000 logic 
during the SQL creation and/or extraction process. This has been 
used to apply 'business rules' to determine field values, correct 
invalid dates, etc. Basically it opens up the 'conversion' process to 
anything you feel like coding, while doing all the infrastructure 
tasks automatically.

Plus it's inexpensive.
