Contrary to what some have said, there is at least *one* clue
on every system as to when the last logon was for every user
... but it is extremely obscure. :)

Our SHOWACCT utility, free, has the ability to list users
who haven't logged on in the last N reboots.  Thus, if you
know you've rebooted 3 times since 2002-01-01, doing:

   :showacct.pub.allegro
   users cold > 3 noinfo

will show those users who haven't logged on since then.

Sample output:

 581 @ $20.$160684: STAN    .S010912
      coldload                    254 (9 bootups ago)
 582 @ $20.$161038: MGR     .EDITOR
      coldload                    254 (9 bootups ago)
 583 @ $20.$1619ec: STAN    .S010913
      coldload                    254 (9 bootups ago)

Yes, the output is ugly :)

NOTE: the program must be in a PM group/account,
and requires that the user have SM capability ... it will
show passwords!

This only works on MPE/iX 5.0 and later, because it's reading
the HPUID.PUB.SYS file.

Note: Only SHOWACCT versions 20020503 (today) or later have
this ability.
