Thanks Lars, John, Gavin, Doug for your input.
The answer below is the key. The 90-99 ldevs 'normally' assigned as VTERMs
can be configured as network printers vis SYSGEN followed by a reboot. Then
the VTERMs get the next free 10 numbers.

AFAIK you cannot free them up while the system is running.

You can configure your network printers in SYSGEN to use the 90 thru 99
range and they will work on the next reboot. The SYSGEN devices are
configured earlier in the bootup sequence than the VTERM devices are.
