On MPE V on the Series 70 there are 2 programs in the TELESUP Account which
will allow you do this. They are

TAPECOPY.PUB which requires you to have 2 tape drives for the copy

and

TDTCOPY.PUB which requires 1 tape drive to do the copy as it uses a
compressed intermediate file.

Both programs are documented in the DOC Group in the Telesup Account. I have
used both programs a few times and have had no problems.

With regard to the XL machine I do not know of any such utility.
