Found the problem ! I had streamed the darned buldjob1 before issuing the other commands. Job had ldev 6 HOT !
Did an abortion on 6, killed the job, double-checked everything else, and restreamed buldjob1. Moving along nicely now ☺ !

You need to build the volume sets.
Build mirrors after this step.

Fun new issue though. I have gotten the drives cleaned up by doing in install to each of the 4 problem devices to rewrite the volume label (Thanks Ralph Bagen !) , then I was able to reboot and scratch the volumes out.
