I have even seen instances where only the undocumented, super-secret, factory reset would unhang the terminal. Assuming the terminal is a 700-series terminal, this is accomplished (if I remember correctly) by powering down the terminal, then holding down the "G" key while you power it up.

Tony, Craig and Jeff give some other good advice, to which I would add the
obligatory make sure all the cables are seated tightly. In fact, not knowing
any more details, I would probably try all their suggestions first before
power-cycling the terminal since they deal with more common causes. However,
if all else fails, I have seen two instances where terminals operating as
consoles would just randomly hang and nothing short of a power cycle would
un-hang them.
