In order to do this you had to set JOBPRI to 0 in sysstart to allow queues to beadded to jobcards,

now getting back to the queue command and changing it. There was a time when it was important. Back in the days of pre PARisc systems. The systems processors today are much bigger/faster so the queue changes really do not make a large impact. You may be better off setting up jobqueues beyond DQ and EQ.
