     I would recommend VeSoft's Security 3000.   This does not really apply
     to the SYSSTART file but it does allow specified users (who may not be
     not logged on) to execute certain commands.  I believe this will
     accomplish what you need.

Does anyone know of any third party software that is equivalent to the ALLOW
command but will let  you specify commands in SYSSTART for users not logged
in?
