Besides taking away the user's write permissions (whether by using
chmod or ACL's), you can't. In fact, you can't even prevent them from
deleting the file even when someone else has it open. If the user can
write to the file, he can delete it. (Even in MPE, I guess that's true
... a user can "delete" the file by replacing everything in it with
00's)

There is no "lockword" mechanism in HP-UX. You would have to write
your own, and make sure that any method the user might use to
manipulate the file. If all access to the file is through your
application, this is feasible. If they can access the file through the
shell, or other OS utilities, then you're pretty much out of luck.
