TCP Keepalive packets should be sent on the same port(s) as anything
else - there is no magic "TCP Keepalive port" - so in the case of
telnet, ostensibly the keepalives would be coming from the telnet port
- if that is the telnet code was enabling keepalives (or if MPE was
enabling them by default).
