Two different companies displayed HP-UX portables at the Anaheim
Interex conference two years ago. At least one was showing at
the 1997 conference.
Also, Hitachi (I think? ... one of the members of the Precision
RISC organization) showed off a PA-RISC Unix laptop about 4 years ago.

Because they're based on the 9000/7xx hardware line, which uses
different I/O drivers ...
but...
I've been hounding HP for years about this, pointing out that
if they'd port MPE to that hardware (by writing or porting I/O
drivers), they'd have a lot of advantages, including the ability
to create inexpensive single user machines.
I finally gave up, partially because the new (or is it forthcoming?)
918DX system at least addresses the cost-of-ownership for small
developers in a supported, published manner.
