I am having a problem with Tracert.  Any time I try a trace, regardless
of the destination, I get a series of asterisks for each hop address, up
to the maximum number of hops specified.  Each response takes an
excruciatingly long time, indicating a timeout of some kind, I assume.
I have historically been able to do tracert from this machine, but I
have seen this symptom on occasion before.  Unfortunately, I don't know
what causes it to stop working, nor what causes it to become functional
again.  Any suggestions?
