Wrong.

OK I used Excel and figured out you can divvy the week up into 28
shifts. Sometimes you have two people on, sometimes just one. You
always have at LEAST one. If a person can only work 5 shifts, you need
6 people, and two of the people only work 4 shifts that week.

Shift 1: 03:00-12:00
Shift 2: 06:30-15:30
These two cover each other's lunches.
Double coverage from 06:30 - 12:00

Shift 3: 15:00 - 00:00 (midnight)
Shift 4: 18:30 - 03:30
These two cover each other's lunches.
Double coverage from 18:30 - 00:00 (midnight)

So, there you have it ... 4 shifts a day, 7 days a week = 28 shifts.

Maybe. But it's not impossible to change them.
