Ron,

You won't be able to build a file the size of your requested limit because you have reached MPE's limit.  I was able to build a file using the following statement "BUILD DSF;REC=-3100,,F,ASCII;DISC=1385452,32,32" which equates to reaching the 4GB limit (~16,776,960 sectors).  If you want a file in the desired size you will need to build multiple files and modify your processes to read each file until all records are processed.  Until the file system changes and the file limit increases you are "stuck" with these limitations.
