I noticed you mentioned MPEX.  Do you also have Security/3000 from VESOFT?  If so, inside of MPEX (:run main.pub.vesoft) you can:

%SEC LISTUSER @.@;LP
%EXIT
:SHOWOUT
:SPIFF
> t oNNNNNNN    (for the SECLIST spoolfile)

It will list the last logon date for every qualifying user-id.

I'm not sure if MPEX has the ability to tell you when a user last
logged on.

Our free SHOWACCT utility will tell you the last time a given
<username>.<accountname> logged on, but not in terms of *dates*,
but in terms of "how many bootups ago".

Example:

   ShowAcct: USERS WHEN
   ...
   STAN    .S021203   (15 bootups ago)

In the above, STAN.S021203 last logged on 15 bootups ago.
