Not really, it's still based around MPE USER.ACCONT as the user login
identity, though it replaces the triumvirate of MPE's ACCONT/USER/GROUP
passwords with a single user password with a lot more control and more
features.  So rather than something like Security/3000 that layers yet
another password on top of your MPE security, SAFE replaces the (up to
three) MPE passwords so that each user only has to remember a single
password.
