Why not apply a little pressure on Cognos to convert support to user
based, and since you're not really going to add more users, or increase
functionality beyond normal, ask them to apply no penalty costs for your
upgrade :)
This should be especially easy, now that Cognos have declared their
intentions to wind down PowerHouse.
