I got some direct email from Cecile Chi on this;  she said:

If Cecile says so, it must be true.........
Which means it appears my previous speculation was
correct:  You can install latest Transact in XL.PUB.SYS
on a 4.0 machine.  So HP should be willing to send an
official patch to anyone who needs to do this.
Latest version of Transact/iX we are running is A.05.01.
