As far as I know, HP does require these firms to put in different firmware
changes for sector atomicity for the 3000 and and 9000 product lines.
Infact, HPs testing finds firmware bugs much to the chagrin of the disk
manufacturers. Infact last week I was talking to a person in the UX lab.
He told me about the firmware changes that were required for sector
atomicity and sparing.

I don't know about over the counter markets.
