predictive setup errors

I am trying to set up predictive support and get the following error mesages
failed to recieve an expected response from the modem.
speed sensory failed on remote system
cannot fopen port on ldev 21

can anyone help decipher this?
i have compared nmmgr config settings and predictive config settings with
one of our working systems and the information is the same.
