From what I read and remember, you can change the 1570 in the file
AVTFILE.NET.SYS
to another port, stream JCONFJOB.NET.SYS, and restart the net. Using
SOCKINFO.NET.SYS
you should see the NSVT listening port now on your new port number.

But WRQ and WIN92 as yet cannot be configued to other than 1570 and 1537.
Maybe KEA or Zebra can.
