Your restore command would look like this:
RESTORE *T;@.DATA.VIPS1;SHOW;account=youracount;group=yourgroup

You may also want to change the owner of those file to the "manager"
of "yourgroup"

This is a dumb, almost newbie question.  However, I have to be
sure I have it right before I try it.  Is it possible to restore
something to a group and account different from what it was
originally stored as?  In other words, my restore command would
look like this:

RESTORE *T;@.DATA.VIPS1;SHOW

I need to restore those files to somewhere other than DATA.VIPS1
