This turned out to be the problem, more or less. I did in fact have both
VOLUTIL and MIRVUTIL program files in PUB.SYS. But even
:RUN VOLUTIL.PUB.SYS
ran MIRVUTIL. Only by renaming MIRVUTIL to something innocuous was I able
to get VOLUTIL to run. Having done that, I was able to use CONTIGVOL, and
I can now install the patches.
