Probably around the time they discovered that their marketing literature
looked better if they quoted drive sizes in units of 1,000,000 bytes rather
than 1,048,576 bytes.  I believe it's possible that HP's own 7933/7935
product may have initiated this industry wide, as these "404 Mb" drives
would only have been 385 Mb using the old numbering, and the switch pushed
the size over the magic 400 number which made it sound a lot better.
