I did not realize that the McCain-Feingold act dated from the Grant 
administration; or perhaps it was originally passed in England 
under the Walpole ministry? I rather suspect that the Roman senate 
had to deal with importunists, whatever they were called 
(clientela?).  Where power rests, there privilege seeks.
