It is also possible* that the USER "MGR" or the ACCOUNT "ANTL" could
have its MAXPRI parameter in the DS range.  

MAXPRI is a numeric that parallels the BS, CS, DS, or ES queues.  If it
fits in one of the ranges of the lettered queues, that's the highest
Queue you get.

It can be changed with the ALTUSER or ALTACCT commands.

* It is not as likely as the other aforementioned suggestions.  It takes
a fairly sophisticated System Manager or Account Manager to alter the
defaults of NEWUSER or NEWACCT commands.
