Tracy,
You are confusing the store directory with the system diectory information.  Orbit still writes its directory at the end of the last tape.  What Tim is saying is that the information that is stored with the ":DIRECTORY" option is stored at the beginning of the tape.  By the way, that is news to me.  If Orbit made this change, they haven't documented it adequately.

This means it now uses a similar method as the other 
3rd party backup software that I know ... BackPack.
This removes my short description of what I knew
to be the only difference between the two:

"Orbit put the directory at the end."
"Backpack put the directory at the beginning."

So now, what's the diff/compare?  (Besides price.)
