Check with Cognos about the status of their Powerhouse Graphics
module.  I used it for a long time and found it to be great for
simple business graphics of the sort you imply, and its very easy
to use.  I finally dropped it because I was the only person using
it and it was costing me a pretty hefty annual maintenance fee.
If you have a critical need, or lots of users, you might be able
to justify it--however, at the time I stopped using it, it was
a pretty static (but stable) product with no major enhancements
for a long time, and none being talked about.
