Well if it took both persons 3 hours to paint the room by themselves then
working together it would take them both 1.5 hours to complete the job.

Since one person is slower, then it should take both persons 1.75 hours to
complete the job.

The flaw here is that it CAN'T take longer for both to
do it that it takes for Person A.  I still vote for 3.

(3 + 4) / 2 = 3.5 hours.
