I deliberately ignored the "hot" possibility because Jim reported seeing
a file in the CREATE state.  Files on hot printers are not entered in the
SPFDIR, therefore will not show up during a LISTSPF.  So there would be
no file in the CREATE state for a hot printer.

That said, I agree that, but for the CREATE state, the problem sounds
like a file opened on an unspooled (and possibly non-existent) printer.
But you shouldn't be forced into a reboot.  Simply OPENQ the printer
ldev (or a class which includes the ldev), then ABORTIO the printer ldev
until the process trying to open it gives up.  Any subsequent opens
will then result in spool files, due to your OPENQ command.
