There is also a way to 'disable' the ';parm=-1' feature of 'hello ..' by 
using sysgen.  The MPE help states:

ciparm      The Command Interpreter parameter number you wish
                    to use.  If you are using the MPE/iX Command
                    Interpreter, the numbers accepted are:
...

-1      UDCs are not cataloged.  The CI banner and the
         welcome message are not displayed. Invoking this
         level requires System Manager (SM) capability.
         To prevent users from bypassing logon UDCs, you
         can enforce logon UDCs via the MISC configurator
         in SYSGEN.

         If a user without SM capability uses -1, the system
         substitutes a parameter value of 0 without
         generating an error message.
