Or is it possible that you have Security/3000 in your system and have
configured the AIF:PE procedure 'HELLO', provided by VESOFT, to close
the 'NEGATIVE ;PARM= loophole'?

Is it possible you have recently made that change but that it is not
actually in effect? In other words, has the system been rebooted
since the change? If so, was the reboot a START RECOVERY?
