On Jazz you can find OpenSSL, which was ported and is supported by HP.  
While SSL is intended for network communications security, the package 
includes an encryption library that contains modules for several encryption 
algorithms.  The biggest problem with this package is that it gives new 
meaning to the phrase "poorly documented".  There is an OpenSSL website with 
a pitifully scant bit of documentation, but it assumes a knowledge of the C 
language.  I was able to use it with some help from a C programmer and lots 
of experimentation.
