If state interests wish to invest public service time and public money on
tracing who accesses a public website then that is their affair.  However, if
one is using TOR, which I do all the time except for internal websites, then
presumably anyone looking at the traffic would need to discover which bridge
was used to enter the TOR network and then match the outgoing packets with the
inflow packets to establish an originating IP address.

Seems like a lot of work for very little return.  If there is any at all.

TOR can be used from anywhere one can run the TOR browser or start a local TOR
service. I run a TOR service on my work desktop so that I can use a standard
browser like Firefox or Chrome and set the proxy to point to the local TOR
service in a special profile.

I have developed a sensitivity to enrolling, registering, or subscribing to any
third party service relating to communications.

Recall, if the service is free to use then the user is the product.
