Only if you don't add or delete lines from the file.  In general, the "KEEP"
command in most text editors will purge the target file if it exists before
writing the new file, which will result in a new creation date.  Some
editors (Quad, QEDIT) have an ability to let you "open" and "close" or
"save" a workfile that is kept in a proprietary format, and as such can
support multiple editing sessions without rebuilding the file.  In the case
of QEDIT, these work files can be treated as ordinary files in many cases
because lots of tools and the compilers either know how to read these files
or can be run through a library that transparently converts them.  Quad has
an optimization on its Keep command which allows it to "post" modified
records back to the original file if all you have done is modifications
rather than additions and/or deletions.

So in general on the 3000 you can't rely on the "creation date" to tell you
how long ago a particular text file was "first" created.
