If you mean the Horizontal Tab character:

01  TAB-CHAR            PIC  X  VALUE %11.

or

SPECIAL-NAMES.

 SYMBOLIC CHARACTERS TAB-CHAR IS 10.

Change the values %11 to %13 and 10 to 12 for the Vertical Tab character.
