The only issues I can think of are CIUPDATE=ON means all processes can
CIUPDATE, and CIUPDATE=ALLOWED
(combined with DBcontrol mode 5) means this process can CIUPDATE.Also some
backward compatibility arise in the CIUPDATE=ON mode.
