I use an offline mail and news reader (YARN) from an ISP shell account.
There is a mailing list for YARN users, and I have noticed many (positive)
discussions about the support of voice software for blind users.  You might
try contacting the author of YARN ([log in to unmask]), or joining the mailing
list for a while ([log in to unmask]).
