Since you've asked, this allows me to mention the fact that
Security/3000 from VESOFT provides a mechanism to specify :ALLOWable
commands on a user-by-user basis.  The allow is automatic at logon time
and becomes effectively "permanent" as it is done for every logon.
 
If you already have Security/3000, take a look at the $ALLOW keyword in
the securcon configuration section of the manual.
 
In addition, specifically for this situation, MPEX has been enhanced to
accept a set of users to %ABORTJOB all at once.  (Actually, this
feature was added to 2.4, so it has been around for a while now)
